A number of natural disasters-related laws and estimations were revised after 3.11. Local governments in Japan are responsible to develop corresponding plans and estimations.
3.11 left an important lesson for those who plan and execute disaster management: public works alone are not enough to control chaotic situations in and after a disaster; smooth evacuation, timely rescue, and orderly management of temporary refuge require independent decision making of individuals and prompt cooperation of local communities.
